OPEN BORDERS and ITS? COST

Citizens Group strongly believes, at this time, the single most pressing concern
 for our nation is the security of our country and the protection of our borders.  

We find it difficult to understand why we have a Congress and a President that
 are not protecting our borders. They are allowing foreign countries and illegal
 immigrants to endanger our lives, our economy, and the sovereignty of our country.

Everyday the Democrats and the Republicans of congress and the President of
our country allow terrorists to come into our country at will. They allow illegal
immigrants to alter our economy, and allow businessmen and foreign countries to
strip away our rights as a nation and the rule of law.

Why would our American President and the United States Congress allow such a
thing to happen? Where is their moral clarity? Every once is a while the President
or congress will make a statement on the importance to control the borders.
Millions of citizens have called into congress and the President asking for
something to be done to protect our borders. Yet nothing is really accomplished.


We are learning that we just cannot leave the open border problem up to our
politicians. They seem to be more concerned with special interest groups than
the welfare of the citizens of their country. Unless we as citizens step forward
and work together to maintain a strong America, we will lose our freedom and our
country.


Cost of our Open Borders

In order to try and determine a true cost to the taxpaying citizens of America, for
open borders, is next to impossible because of several factors. First, some costs
are hidden because of political correctness. Second, there may not be a separate
accounting category for the illegal immigrant. Third, when trying to provide help
to an individual, it is not always possible to know if that person is or is not an
illegal immigrant. Because of these reasons we believe any estimate that can be
offered is most likely to be under estimated not over estimated.


Citizens Group will try to present an honest collection of information as possible. 
However, if any person can present factual financial information, pro or con, on
this topic, we are very open to receive that information.

Based on the above information it is realistic to see that the total cost to the American Citizen, after adjusting for all undocumented tax contributions, is conservatively draining $200+ Billion per year from the Untied States economy. 

Dr. Donald Huddle, Professor Emeritus of Economics, Rice University, projects if the current trends in Illegal immigration continue over the next decade the cost to U.S. Taxpayers will reach $932 Billion.

'Mass Immigration Cost American Taxpayer"1997. Adjusting for inflation from
1996 to 2005 and adjusting for illegal alien population increase in special
 programs equals $6 Billion.

College in-state tuition
'Subsidizing Illegal Immigration''by Tom McClintock (state senator from
California), Posted by StoneColdGOP, May 11, 2004. Senator McClintock states
"the State of California will pay out $45 to $65 million to illegal immigrants for
in-state tuition in 2004." There are seven other states that also provide in-state
tuition to illegal aliens. The total student population for these states is collectively
larger than the population of California. However, information about the cost of
their illegal immigrant?s in-state tuition program is not readily available.

Using a cost factor of $50 million for California's in-state illegal immigrants tuition
program, we estimate the in-state illegal immigrant's tuition for the remaining
seven states to be about the same amount of $50 million. The eight states total
allotment brings the cost to $100 million + for illegal immigrant?s in-state tuitions.

The eight states are: California, Illinois, New York, Oklahoma, Oregon, Texas,
Utah and Washington.

Health care
Most states do not provide information as to how much is spent on illegal immigrants for health care. California and Arizona give us some information with California spending $10.5 Billion on education, incarceration, and health care for the illegal immigrant population in their state (source for California "FAIR, "Breaking the PiggyBank"). Arizona lists $1.3 Billion for the same expenses (source for Arizona ? Arizona Daily Star, Tucson, 6/4 ?Cost of illegal immigration Cost Arizona $1.3 Billion Yearly study fines.?).

In both states, the cost for health care is 20% of their total budget and incarceration is also 20% of their total budget. Although other states? illegal population does differ in size, the percentage factor is a constant figure. Using the same above 20% figure and based on the $29 Billion that all of the 50-states
spend on educating illegal immigrants, the total 50-state cost for health care is $5.8 Billion and $5.8 Billion for incarceration.  

Factoring in health care offered by churches, private organizations, inflation, and the increased number of illegal aliens coming into the United States each year, the figure of $5.8 Billion is a very conservative estimate. Realistically our states may be spending well over $8 Billion just for 2005.

Law Enforcement
Bureau of Justice Statistics, Expenditure and Employment Statistics, fiscal year
2001. ?Federal government spent $25 Billion, states $59 Billion, and local government spent $83 Billion? for a total cost of $167 Billion on criminal Law Enforcement .  The undocumented population in the United States is estimated to be anywhere from 12 million and upwards of 20 million (Times Magazine, 9/12/4) with an additional 3 million crossing the boarder each year. U.S. Censes Bureau reports the U.S. population at 297+ million as of 9/27/05.

Based on the censes report and taking a medium estimate of 15 million for our illegal immigration population, the illegal aliens makes up 5% of the population in the United States. Five percent of the $167 Billion criminal Law Enforcement expenditures come to $8.35 Billion allocation cost of illegal immigration. Although we offer a 5% ratio for illegal aliens for cost of law enforcement, some states report that illegal aliens actually are responsible for as much as 20%+ of their total budget for Law Enforcement. Therefore the cost could be as high as $35 Billion.

Frosty Wooldridge, www.frostywooldridge, ?How our Congress facilitates illegal alien crime wave?, June 22, 2004, reports that 29% of state and national prisons consist of legal and illegal immigrants.

Remittance
Inter-American Development Bank, ?Sending Money Home?, the first State-by
State Analysis of US Remittances to Latin America, 2004. This report informs us
just how much money is leaving the United States. This is money that could be
used to help stimulate our economy, increase jobs for citizens, and decrease
the tax burden upon the citizens of this country.

Housing Assistance
?Mass Immigration Cost American Taxpayers $69 Billion Net and 2 Million Jobs
in 1997?, study by Dr. Donald Huddle, professor Emeritus of Economics at Rice
University. Information is based on 1997 estimated illegal immigrant?s population
and is not updated to allow for inflation, increased illegal aliens population, or
additional cost provided by the individual states.

Hospitals closing
Over 100 hospitals, 84 alone in California, have closed because of the
Emergency Medical Treatment and Active Labor Act (EMTALA), which requires
hospitals to provide treatments to illegal aliens without insurance or ability to pay.
But the government pays neither hospital nor physician for treatments.

WorldNetDaily.com, June 9, 2005 Expert: Illegals pose major health threat
?A prominent medical attorney who has studied illegal immigration concludes
the porous border with Mexico poses a major public health threat to the U.S?.

Displaced American Citizens
 FAIR research suggests that "between 40 and 50 percent of wage-loss among
low-skilled Americans is due to the immigration of low-skilled workers. Some

native workers lose not just wages but their jobs through immigrant competition.
An estimated 1,880,000 American workers are displaced from their jobs every
year by immigration;?   (bold print added)

If you take 1,888,000 workers times the federal minimum wage of $5.15 per hour,
times a 40 hour work week, times 52 weeks per year you come up with $20
Billion in lost income.

Population-Environment Balance (95051)George Borjas, of the University of California-San Diego, ?finds that the increased labor supply resulting from immigration costs working Americans over $114 billion annually in job opportunities, depressed wages, and deteriorating conditions of work. Symmetrically, these effects put $120 billion into the pockets of employers.

With a displaced worker there may be a need for unemployment compensation,
food stamps, and welfare support. Therefore, the net cost to taxpayers can run
several billion over the projected cost of $20 Billion in lost wages.
Also, when an American citizen looses their job to an illegal alien there are
several other consequences that affect the individual, the family, and our
society.

Underground economy
WorldNetDaily.com, January 3, 2005, COMING TO AMERICA ? ?Illegals
estimated to number 18-20 million. Underground economy costing IRS $311
billion in unpaid taxes annually.? Gang and drug related cost are believed to be
part of the figure.
?The IRS has estimated that its tax gap ? the estimated amount of taxes owed minus the amount collected ? is around $311 billion in any given year. The agency will produce a new estimate in 2005, and it could be as high as $400 billion, says former IRS Commissioner Donald Alexander.? (bold print added)

Auto Insurance cost
Most licensed drivers carry UMBI (Uninsured motorist bodily injury) and UMPI
(uninsured motorist property injury) as a means to protect them from those who
do not carry auto insurance. A day does not go by in any state that someone isn?t
hit by an illegal immigrant who does not have the proper insurance coverage.

Insurance companies set their UMBI and UMPI rates based on the percentage
factor of a driver being hit by another person who does not have insurance. This affects each person having to pay a higher annual insurance cost so they will be protected. As an example, we use a conservative estimate of 20 million drivers adding this coverage to their policy. If we state that the average policy will cost an additional $60 per year ($5.00 per month) to cover the illegal auto driver,  Americans will spend an additional $1.2 Billion because of the uninsured illegal immigrants in the United States.

Lawsuits
This is an undocumented area and therefore, we are not able to derive at a
sound figure. However, we all can agree that there are many cases each year that would not even come before the courts if the illegals were not in the United States in the first place. If the Law makers and the criminal system did work
correctly this would not be a serious issue. Lawsuits brought before the courts by illegal aliens probably runs in the millions of dollars each year to the legal taxpayer.

Multi Language cost
In the United States there are 120 to 140 different languages being spoken. Our government has decided that the taxpayer must pay for those who do not want to be a part of the American melting pot. If congress and the states would elect to have a common language for the country, not only could we save approximately a
billion dollars in taxpayer?s money, but the educational and economic level of our country would be greatly improved and safer.

Medical Insurance cost
Just as there is an additional auto insurance cost to the citizens of this country because of illegal auto drivers, there is likewise an increased medical insurance
cost to each person due to the federal mandates set upon the citizens to help  cover the illegals medical usage.
Diseases
It is well documented that illegals are transmitting an alarming amount of
contagious diseases. These diseases were once eradicated. The list of
reports are many and they depict a very gruesome outlook for the public at
large, both for the adults and children.

Some of the many diseases are tuberculosis, leprosy, polio, malaria, and
hepatitis A,B, and C just to name a few. Our report does not have the space to
provide a full list of the serious medical concerns that need to be addressed. The
cost in money and lives is just now starting to be compiled and therefore a
financial amount and the effects on the American adults and children?s lives can
not be calculated at this time. This is a very serious concern and the only way to
control this is to see that the borders are properly protected. In the near
future these contagious diseases will add millions to the loss of our national
economy.

Unfunded Federal Programs
The National Conference of States Legislature (NCSL) April 7, 2004, 50-State
Update report ?NCSL renewed its campaign against the growing trend towards
federal unfunded mandates. The initial installment of the Mandate Monitor
identified more than $29 billion in unfunded costs to states to implement federal
programs.?
The Center for Immigration Studies has a new study on the costs to the federal government of illegal aliens written by Steven A. Camarota. ?The net cost of illegal immigrants to the US government is conservatively at least $10 billion per year.?
?We also estimate that, if there was an amnesty for illegal aliens, the net fiscal deficit would grow to nearly $29 billion???Although legalization would increase average tax payments by 77 percent, average costs would rise by 118 percent.?
The category of Unfunded Federal Programs will not be included in our cost total. These programs are likely accounted for in other areas of our report. It is placed here just to indicate how the Federal government is placing additional undue burden on the states and taxpayers.
Environmental Impact
As our population increases there are many requirements placed upon our
society to increase all impacted areas of our cities, states, and national systems.
Such things as roads, traffic, sewage system, water supply, law enforcement,
criminal system, facilities, education, parks, environmental controls, etc. All
programs require the need of a full payment from a strong tax base of which the
illegal aliens are not paying their fair share. This only further places a greater tax
burden on the honest tax paying individuals and the families of our nation.  

Environment Impact is an undocumented statistical factor and as such we are not
able to find detailed information. However, there is a real dollar cost to our
society to provide these improvements and it can only be suggested that the cost
must run in the millions and even the billions of dollars to the taxpayer burden.

Here is just another hidden tax paying area where the illegals are siphoning off
millions and even billions of dollars from our economy.

Employer?s fines
In Sec 218B 3b. 1 Border Security and Immigration Reform Act of 2003, ?an
employer who is hiring illegals can receive a civil penalty that ranges from
$500 to $10,000.?

 However, according to Ira Mehlman, spokesman for FAIR, ?no
fines were imposed on employers for hiring illegal aliens in 2004.?

There have been large scale deportations in the 20?s, 30?s, and 50?s. The
50?s enforcement effort was ordered by President Eisenhower and 700
federal agents removed some 80,000 illegals. However, it is clear that
large numbers of illegals left on their own once they were faced with real
immigration enforcement. Estimates range from around 700,000 illegal
aliens that left this country on their own accord.

History shows that when it is announced and carried out that a real enforcement 
program is in effect, a large majority of the illegal aliens will automatically leave
the country under their own accord.

The best way to begin a program is to fine the employers the full fine of $10,000.
If fines were imposed, millions of dollars from the fines would defray some of the
cost by law enforcement. Once real enforcement did begin, the cost to the
taxpayers would be greatly reduced. We would see greater savings in many
budgeted areas for the cities, states, and the federal government. The net
savings would more that pay for itself.

Voter?s Fraud
It is widely understood that during elections, a certain amount of voter?s
fraud takes place. Besides the dollar cost, the real concern is the disregard for
the law, the constitution, fairness to the American citizen?s way of life, and the
effect it has on our sovereignty.
